Department of Homeland Security (DHS): Is Authorized to Spend $80 Million on Armed Guards for ‘Civil Unrest’

H/T InfoWars: The Department of Homeland Security is set to spend $80 million dollars on hiring a raft of armed guards to protect IRS and other government buildings in upstate New York during “public demonstrations” and “civil disturbances,” once again prompting concerns that the federal agency is preparing for food stamp riots, anti-tax demonstrations or some other form of domestic unrest.

According to a solicitation posted on the Federal Business Opportunities website, the Federal Protective Service (a unit of the DHS), is looking for a contractor to supply armed Protective Security Officers (PSOs) to guard a variety of government buildings in the region, including “IRS buildings(s) during tax season.”

“PSOs will be required to be armed and some posts may require screening of visitors using x-rays/magnetometers,” states the solicitation.

The armed guards will be used during “public demonstration(s),” as well as “civil disturbances, or other unanticipated events on an as-needed basis.”

“This acquisition is for approximately 380,000 hours of Basic Service, 20,000 hours of Temporary Additional Services and 3,500 hours of Emergency Security Services per year. Currently, there are an estimated 205 guards protecting approximately 95 posts at over 55 buildings. The estimated value of this Contract is between $75M and $80M,” states the solicitation.

Why does the DHS feel the need to blow $80 million dollars at a time of cutbacks on yet more armed guards to protect government buildings during “public demonstrations”? What is the federal agency preparing for? Food stamp riots? Anti-IRS demonstrations? Or some other form of civil disorder?

In June, it emerged that the DHS was purchasing top of the range body armor and helmets for FPS guards as part of preparations for “riot control situations.” This followed a controversial drill last year dubbed “Operation Shield,” during which FPS agents armed with semiautomatic guns were posted outside a Social Security office in Florida. The unannounced exercise centered around “detecting the presence of unauthorized persons and potentially disruptive or dangerous activities.” Residents were forced to show identification papers to the guards during the drill.

Could the increased security around IRS buildings be related to the introduction of Obamacare? The federal government has consistently denied that any fines pertaining to Obamacare non-compliance could be seized from bank accounts, despite reports last year that the IRS had hired 16,500 new agents to harass citizens who attempt to evade the new law.

As we reported earlier this year, Federal Protective Service officers were hired to guard an IRS building in St. Louis during a Tea Party protest against the federal agency’s discrimination targeting conservative groups. The FPS has previously been used to spy on protesters. In 2011, the DHS asserted that it had every right to spy on peaceful protest groups and had been using Federal Protective Service (FPS) agents to do so since at least 2006.

In March, Arkansas State Fusion Center Director Richard Davis admitted that the federal agency spies on Americans deemed to be “anti-government,” noting that the DHS concentrates on, “domestic terrorism and certain groups that are anti-government. We want to kind of take a look at that and receive that information,” so-called threats which included people, “putting political stickers in public bathrooms or participating in movements against the death penalty.”

Food Stamp Riots: Coming to City Near You

Based on the near riot conditions that a ‘temporary system failure’ at Wal-Mart stores produced last week, it’s not difficult at all, to envision mass rioting when things get bad (which they will if we continue down this path).  When humans are not able to fulfill the most basic human needs, things will unravel very quickly.

H/T IntelliHub: It may not happen this month, or even this year, but food stamp riots are coming to America.  In fact, we got a small preview of the coming food stamp riots this past weekend when a “temporary system failure” caused food stamp cards to stop working in 17 U.S. states.

Within hours, there were “mini-riots” at Wal-Marts and other retailers that rely heavily on food stamp users.  So what would happen if food stamp benefits were cut off or reduced for an extended period of time?

As you will see below, if Congress had not pushed through a “deal”, the USDA would have started cutting off food stamp benefits on November 1st.

Considering the fact that 47 million Americans are on food stamps and more than 100 million Americans are enrolled in at least one welfare program run by the federal government, that could have sparked massive rioting.  So the good news is that the coming food stamp riots will probably not happen in November.

The bad news is that the “deal” in Congress only delays the political fighting until after Christmas.  In just a few months we will be dealing with a potential “government shutdown” and a debt ceiling deadline once again.

Most Americans have no idea what almost just happened.  According to Reuters, the state of North Carolina had already cut off some welfare benefits for the month of November…

North Carolina has become the first state to cut off welfare benefits to poor residents in the wake of the partial federal government shutdown, ordering a halt to processing November applications until a deal is reached to end the federal standstill.

More than 20,000 people – most of them children – receive monthly benefits aimed at helping them buy food and other basic supplies through North Carolina’s welfare program, called Work First, which is fully funded by the federal government. Recipients must reapply each month.

And as Mac Slavo recently detailed, the USDA was already planning to cut off food stamp assistance to millions of Americans on November 1st…

We say next month because the USDA, which oversees the Supplemental Nutritional Assistance Program (SNAP), has just issued an order to SNAP agency directors calling for their respective States to implement an emergency contingency program because of government funding issues. In a letter obtained by the Crossroads Urban Center food pantry, the USDA is directing state agencies to, “delay their November issuance files and delay transmission to State Electronic Benefit Transfer (EBT) vendors until further notice.”

What this means is that should Congress fail to increase the debt ceiling this week, come November there will literally be millions of people in the United States who will have exactly zero dollars transferred to their EBT cards.

What will happen to the nearly 50 million people who depend on these benefits to survive?

In fact, there have been quite a few news reports that have confirmed this…

In Utah, Fox News 13 in Salt Lake City reported that a local provider recently received a letter from the USDA sticking to the November 1 cut-off date.

“This is going to create a huge hardship for the people we serve here in our food pantry,” Bill Tibbits, Associate Director at Crossroads Urban Center, told Fox News 13.

“What this means [is] if there’s not a deal, if Congress doesn’t reach a deal to get federal government back up and running, in Utah about 100,000 families won’t get food stamp benefit,” added Tibbits.

The USDA letter says in part, “in the interest of preserving maximum flexibility, we are directing states to hold their November issuance files and delay transmission to state electronic benefit transfer vendors until further notice.”

So what would have happened if tens of millions of Americans suddenly had their food stamp benefits cut off without warning?

Well, what happened last weekend can give us a few clues.  Just check out what happened at one Wal-Mart in Mississippi…

Customers staged a disturbance then walked out of a Mississippi Walmart store with groceries that hadn’t been paid for Saturday night after a computer glitch left them unable to use their food stamp cards.

People in 17 states found themselves unable to buy groceries with their Supplemental Nutrition Assistance Program cards after a routine check by vendor Xerox Corp. resulted in a temporary system failure.

Shortly after the mini-riot, managers decided to temporarily close the store, citing customer safety.

Due to this technical glitch, many parents were left wondering how they were going to feed their families.  If this is the kind of anger that is unleashed over a single failed trip to the grocery store, what would we see if this kind of thing went on for an extended period of time?

At some Wal-Mart stores down in Louisiana, EBT cards were not showing any limits on Saturday night, and within two hours many store shelves in the grocery section were completely cleared of merchandise…

Shelves in Walmart stores in Springhill and Mansfield, LA were reportedly cleared Saturday night, when the stores allowed purchases on EBT cards even though they were not showing limits.

The chaos that followed ultimately required intervention from local police, and left behind numerous carts filled to overflowing, apparently abandoned when the glitch-spurred shopping frenzy ended.

Springhill Police Chief Will Lynd confirms they were called in to help the employees at Walmart because there were so many people clearing off the shelves. He says Walmart was so packed, “It was worse than any black Friday” that he’s ever seen.

Sadly, this was only a very small preview of the massive food stamp riots that are eventually coming to America.  I like how Mike Adamsexplained what we are likely to see in the future…

Why does any of this matter? Because this is exactly the same way these people will behave when the federal government goes into defaultand nearly 50 million EBT cards stop working nationwide.

Fifty million. Consider that for a moment. Most of those 50 million people live in high-density cities. Many are proud owners of Obama phones, Obama food stamps, Obama unemployment checks and Obama subsidized housing. They have absolutely no clue that the government upon which they wholly depend to put food on the table is teetering on the verge of permanent collapse. (Seriously, they cannot conceive of the idea of government “running out of money” because they do not understand where money comes from.) Because of this distorted belief, they do not prepare for any future events other than more Obama handouts. Their entire “preparedness” plan is to vote for Democrats, because that’s who they know will give them the most handouts. And they will always win the popular vote, too, because any politician promising to restore responsible fiscal spending to the government by cutting programs will be viciously accused of being “mean” or involved in “hating poor people.” So the government handouts will only ratchet higher and higher, ensnaring more and more people, until the entire system is unsustainable and collapses under its own weight.

When that system of dependence fails, those who depend on it will panic in mere hours. As proof of this, consider the fact that this mass looting of Wal-Mart stores happened in less than three hoursafter the Saturday EBT card glitch struck. Police had to be called in to prevent the situation from getting completely out of control, and it was offline for only part of one day.

Now imagine what will happen when EBT cards go offline for 24, 48 or even 72 hours. And imagine it happening in every U.S. city simultaneously.

Of course not all Americans would go wild when food stamp benefits are cut off.

Other Americans express their desperation in other ways.  According toBloomberg, an increasing number of people are starting to sell hair, breast milk and their own eggs in a desperate attempt to make ends meet…

Hair, breast milk and eggs are doubling as automated teller machines for some cash-strapped Americans such as April Hare.

Out of work for more than two years and facing eviction from her home, Hare recalled Louisa May Alcott’s 19th-century novel and took to her computer.

“I was just trying to find ways to make money, and I remembered Jo from ‘Little Women,’ and she sold her hair,” the 35-year-old from Atlanta said. “I’ve always had lots of hair, but this is the first time I’ve actually had the idea to sell it because I’m in a really tight jam right now.”

The mother of two posted pictures of her 18-inchauburn mane on www.buyandsellhair.com, asking at least $1,000 and receiving responses within hours. Hare, who also considered selling her breast milk, joins others exploring unconventional ways to make ends meet as the four-year-old economic expansion struggles to invigorate the labor market and stimulate incomes.

We have moved into a time when things are becoming increasingly unstable and when people are becoming increasingly desperate.

In an attempt to keep order, the authorities will become increasingly forceful in the years ahead.  At this point, many law enforcement officers already believe that there is very little that they cannot do to exert their “authority” over the rest of us.  Just check out video of a drunk off-duty police officer “arresting” a woman that refused to go out on a date with him right here.  Sadly, this type of behavior is becoming way too common these days.

And it looks like major financial institutions are getting ready for the chaos that is eventually coming as well.  In fact, according to an articleby Paul Joseph Watson, Chase Bank is now placing a limit on cash withdrawals and is banning business customers from sending wire transfers out of the country…

Chase Bank has moved to limit cash withdrawals while banning business customers from sending international wire transfers from November 17 onwards, prompting speculation that the bank is preparing for a looming financial crisis in the United States by imposing capital controls.

Numerous business customers with Chase BusinessSelect Checking and Chase BusinessClassic accounts have received letters over the past week informing them that cash activity (both deposits and withdrawals) will be limited to a $50,000 total per statement cycle from November 17 onwards.

Fortunately, the chaos that would have been unleashed if Congress had not made a deal has now been delayed for a few months.

But by kicking the can down the road, our politicians continue to make our long-term problems even worse.  Either we are going to have tremendous pain now, or we are going to have even worse pain later.  Peter Schiff explained the choice that we are facing this way…

If Republicans were to inexplicably prevail, and the federal government were to cut spending so that its expenditures matched its tax revenues (a truly radical idea) the country’s financial mess would be laid bare. The government would have to weigh the relative costs and benefits of making interest payments on Treasury debt (primarily to foreign creditors) or to trim entitlements promised to U.S. citizens. But those are choices we will have to make sooner or later anyway. In fact we should have dealt with these issues years ago. But generations of mechanistic debt ceiling increases have allowed us to perpetually kick the can down the road. What could possibly be gained by doing it again, particularly if it is done with no commitment to change course?

The Democrats’ argument that America needs to pay its bills is just hollow rhetoric. Paying off one’s Visa bill with a new and bigger MasterCard bill can’t be considered a legitimate payment of debt. At best it is a transfer. But in the government’s case, it doesn’t even qualify as that. Treasury debt is primarily bought by the Fed, foreign central banks, and major financial institutions. None of that will change with a debt ceiling increase. We will just go to the same people for greater quantities. So it’s like paying off your Visa card with a bigger Visa card.

We are living on borrowed time that has been purchased by stealing money from future generations.

We are literally destroying the future in order to make the present more palatable.

But whether it is this year, or next year or the year after that, at some point we are going to experience the pain that results from decades of incredibly foolish decisions.

Maureen Scott posted the following op-ed on Barack Obama and what separates Obama from the values and life experiences of the American people.  This article hits on many points that are sometimes overlooked.

H/T Renew America: Barack Obama appears to be a tormented man filled with resentment, anger, and disdain for anyone of an opinion or view other than his. He acts in the most hateful, spiteful, malevolent, vindictive ways in order to manipulate and maintain power and control over others. Perhaps, because, as a child, he grew up harboring an abiding bitterness toward the U.S. that was instilled in him by his family and mentors it seems to have never left him.

It is not the color of his skin that is a problem in America.  

Rather it is the blackness that fills his soul and the hollowness in his heart where there should be abiding pride and love for this country.

Think: Have we ever heard Obama speak lovingly of the U.S. or its people, with deep appreciation and genuine respect for our history, our customs, our sufferings and our blessings?

Has he ever revealed that, like most patriotic Americans, he gets “goose bumps” when a band plays “The Star Spangled Banner,” or sheds a tear when he hears a beautiful rendition of ” America the Beautiful?”

Does his heart burst with pride when millions of American flags wave on a National holiday – or someone plays “taps” on a trumpet? Has he ever shared the admiration of the military, as we as lovers of those who keep us free, feel when soldiers march by?

It is doubtful because Obama did not grow up sharing our experiences or our values. He did not sit at the knee of a Grandfather or Uncle who showed us his medals and told us about the bravery of his fellow troops as they tramped through foreign lands to keep us free. He didn’t have grandparents who told stories of suffering and then coming to America , penniless, and the opportunities they had for building a business and life for their children.

Away from this country as a young child, Obama didn’t delight in being part of America and its greatness. He wasn’t singing our patriotic songs in kindergarten, or standing on the roadside for a holiday parade and eating a hot dog, or lighting sparklers around a campfire on July 4th as fireworks exploded over head, or placing flags on the grave sites of fallen and beloved American heroes.

Rather he was separated from all of these experiences and doesn’t really understand us and what it means to be an American. He is void of the basic emotions that most feel regarding this country and insensitive to the instinctive pride we have in our national heritage. His opinions were formed by those who either envied us or wanted him to devalue the United States and the traditions and patriotism that unites us. 

He has never given a speech that is filled with calm, reassuring, complimentary, heartfelt statements about all the people in the U.S. Or one that inspires us to be better and grateful and proud that in a short time our country became a leader, and a protector of many.

Quite the contrary, his speeches always degenerate into mocking, ridiculing tirades as he faults our achievements as well as any critics or opposition for the sake of a laugh, or to bolster his ego. He uses his Office to threaten and create fear while demeaning and degrading any American who opposes his policies and actions. A secure leader, who has noble self-esteem and not false confidence, refrains from showing such dread of critics and displaying a cocky, haughty attitude.

Mostly, his time seems to be spent causing dissension, unrest, and anxiety among the people of America , rather than uniting us (even though he was presented to us as the “Great Uniter”). He creates chaos for the sake of keeping people separated, envious, aggrieved and ready to argue.

Under his leadership Americans have been kept on edge, rather than in a state of comfort and security. He incites people to be aggressive toward, and disrespectful of, those of differing opinions. And through such behavior, Obama has lowered the standards for self-control and mature restraint to the level of street-fighting gangs; when he should be raising the bar for people to strive toward becoming more considerate, tolerant, self-disciplined, self-sustaining, and self-assured. 

Not a day goes by that he is not attempting to defy our laws, remove our rights, over-ride established procedures, install controversial appointees, enact divisive mandates, and assert a dictatorial form of power.

Never has there been a leader of this great land who used such tactics to harm and hurt the people and this country.

 Never have we had a President who spoke with a caustic, evil tongue against the citizenry rather than present himself as a soothing, calming and trustworthy force.

Never, in this country, have we experienced how much stress one man can cause a nation of people – on a daily basis!

Obama has promoted the degeneration of peace, civility, and quality of cooperation between us. He thrives on tearing us down, rather than building us up. He is the Architect of the decline of America, and the epitome of a Demagogue.

REPORT: SEAL Team 6 Families Suspect Inside Job

Questions haunt the families of Extortion 17, the 2011 helicopter mission in Afghanistan that suffered the most U.S. military deaths in a single day in the war on terrorism.

Every day, Charlie Strange, the father of one of the 30 Americans who died Aug. 6, 2011, in the flash of a rocket-propelled grenade, asks himself whether his son, Michael, was set up by someone inside the Afghan government wanting revenge on Osama bin Laden’s killers — SEAL Team 6.

“Somebody was leaking to the Taliban,” said Mr. Strange, whose son intercepted communications as a Navy cryptologist. “They knew. Somebody tipped them off. There were guys in a tower. Guys on the bush line. They were sitting there, waiting. And they sent our guys right into the middle.”

Doug Hamburger’s son, Patrick, an Army staff sergeant, also perished when the CH-47D Chinook descended to a spot less than 150 yards from where armed Taliban fighters watched from a turret.

He asks why the command sent his son into Tangi Valley toward a “hot landing zone” in a cargo airship instead of a special operations helicopter. The souped-up choppers — the MH-47 and the MH-60 Black Hawk, which SEAL Team 6 rode the stealth version of to kill bin Laden — are flown by Night Stalker pilots skilled in fast, ground-hugging maneuvers to avoid detection.

“When you want to fly them into a valley, when you’ve got hillsides on both sides of it with houses built into sides of the valley, that is an extremely dangerous mission,” Mr. Hamburger said. “The MH, the new model, they’ve got radar that will pick up an incoming missile or incoming RPG. They’re faster. They’re quicker on attack. They’re more agile. So there was every reason in the world to use the MH that night.”

Sith Douangdara, whose 26-year-old son, John, was a Navy expeditionary specialist who handled warrior dog Bart, said he has lots of unanswered questions.

“I want to know why so many U.S. servicemen, especially SEALs, were assembled on one aircraft,” he said. “I want to know why the black box of the helicopter has not been found. I want to know many things.”

Not all families believe the fact-finding investigation, conducted by Army Brig. Gen. Jeffrey Colt covered all issues. Gen. Colt, who has since been promoted to major general, told commanders that his job was not to find fault and his report did not criticize any person or decision.

“I want people held accountable,” said Mr. Strange, a former union construction worker who deals blackjack in a Philadelphia casino.

A spokesman for U.S. Central Command, which overseas the war and conducted the probe, declined to answer the families’ questions and referred a reporter to Gen. Colt’s report.

Congress gets involved

More than two years later, more answers may be forthcoming.

The House Oversight and Government Reform Committee, led by Rep. Darrell E. Issa, California Republican, is making inquiries after meeting with some families.

Larry Klayman, who runs the nonprofit watchdog group Freedom Watch, has filed suit in U.S. District Court for the District of Columbia against the Pentagon, as well as the Air Force, Army and Navy. He wants a judge to order the military to turn over an array of documents under the U.S. Freedom of Information Act. He said the Defense Department stonewalled his written requests, so Freedom Watch went to court last month and succeeded in forcing the government to turn over records.  Read more via The Washington Times…

Petition: Americans Sign for ‘Nazi Style, Orwellian Style Police State’

Political prankster Mark Dice asks San Diego beach-goers if they’ll sign a petition supporting “the Police State” which includes “Orwellian” and “Nazi-Style” tactics to “keep Americans safe” in this “Brave New World.”

He quite clearly spells it out to them on numerous occasions what they are supporting – an Orwellian police state modeled on Nazi Germany.

If there were any doubt as to how this country has gotten into the predicament we are in, this video should close those questions.

Black Mob: Brutally Beat White Couple in Brooklyn… ‘Get Those Crackers! Get that White Whore!’

[H/T Western Journalism]: While the mainstream media continue to distort facts to portray whites as the primary perpetrators of racist attacks in America, endless evidence to the contrary goes widely unreported.

A couple in Brooklyn, N.Y., discovered firsthand the level of hatred displayed by some minorities. As a group of 10 young blacks crossed the street in front of Ronald and Alanna Russo’s car at an intersection, the light turned green and the mob remained in the roadway.

Ronald Russo honked the horn in an effort to disperse the crowd and, instead of allowing the car to pass, the mob began kicking and beating the vehicle while screaming racist epithets. In an effort to survey the damage, he ventured outside of the car and into an even more violent situation.

With children as young as 12 involved, members of the black gang seized the driver and viciously beat him as other hoodlums targeted the female passenger.

Yelling at each other to attack “those crackers” and “that white whore,” there seems to be little evidence that this attack was based on anything but an intrinsic hatred of an entire race.

The driver received the brunt of this attack as several monsters dragged him to the pavement while thoroughly punching and kicking him. Along with a number of broken bones, Ronald Russo suffered a blood clot and an abrasion in the beating. Adding insult to injury, the attackers also made off with his smartphone.

Alanna Russo was trying to contact authorities as the youngest criminal in the bunch grabbed her by the hair and slammed her head in to the roadway. Though she declined a trip to the hospital, she was reportedly left bloodied with a black eye and respiratory problems.

Authorities arrested some suspects — including an 18-year-old who claims he was picked up simply because he was dressed similarly to one of the attackers — and are still looking for six more individuals involved in the melee.

Though it appears at least one suspect will face elevated hate crime charges, others — such as a 17-year-old with a lengthy criminal history — will not. While conservatives have long opposed the idea of imposing harsher punishments on criminals based on their motivation, a further criticism is the perceived bias toward charging whites with such crimes.

Even if each of the 10 faced hate crime charges stemming from this incident, however, most Americans would never hear about this attack. Leftist journalists dutifully cover stories that reinforce their own worldview while covering up the rest.

[H/T NY DAILY NEWS] — A group of 10 black youths — one of them a 12-year-old girl — surrounded a white couple’s car in Brooklyn, viciously beating the husband and yanking the wife to the pavement by her hair as they peppered the two with racial slurs, authorities said.

“Get those crackers!” some of them screamed, according to court papers. “Get that white whore!”

The confrontation erupted about 7 p.m. Monday, as the marauding group crossed Avenue U at E. 58th St. near Kings Plaza Shopping Center in Mill Basin.

Ronald Russo, 30, and his wife, Alanna, apparently had the green light and the husband honked at the group to get out of the way. The rowdy kids started kicking the car, according to the criminal complaint. Ronald Russo got out to check on potential damage to his vehicle.

And that’s when all hell broke loose.

Ronald Russo was dragged to the ground. Then he was punched and kicked in the head. He felt more blows all over his body, investigators said. He suffered a fractured nose, a broken septum, a blood clot and abrasions to his shoulder. He was treated and released from Beth Israel Medical Center.

In the midst of the attack, there was a steady chorus of epithets. “White motherf—–!” screamed the attackers, who ranged in age from 12 to 18.

Alanna Russo, 30, was calling 911 when the 12-year-old girl pulled the woman’s hair and threw her to the ground. The victim’s head slammed into the concrete. She suffered a black eye, bleeding and difficulty breathing, prosecutors said, but she refused medical attention.

Her husband’s iPhone was stolen during the melee, according to cops.

The kids scattered after the brazen attack. But two teens, Kashawn Kirton and Daehrell Finch, were arrested at a nearby Lowe’s store parking lot minutes afterward.
